Mr. Frank Carlton Huelsenbeck, age 83

Of Waverly, TN, passed away Sunday, September 15, 2024, at TriStar Horizon Medical Center in Dickson, TN. He was born February 16, 1941, in Conway, Arkansas to Cirby Huelsenbeck and Donna Davis Huelsenbeck.

Frank’s journey in public service began when he was sworn in as a Patrolman with the Oxford Police Department in March of 1969. His commitment to keeping his community safe was evident throughout his career, making a lasting impression on those he served alongside and those he protected. 

In pursuit of excellence, Frank furthered his professional development by attending the Southeastern Michigan Chiefs of Police Academy from September to November in 1969. During his time at the academy, he not only honed his law enforcement skills but also graduated with scholastic recognition, a testament to his diligence and hard work. He was honored with a Certificate of Recognition from the Village of Oxford, underscoring his significant contributions to public safety and community welfare.

Frank's career was marked by a notable tenure as the President of the Oxford Police Officers Association during the years of 1972 and 1973, during which he championed the rights and welfare of his colleagues with great passion. In September 1974, he was promoted to the rank of Sergeant, a role he embraced with enthusiasm. After being designated by the Village Manager as Senior Officer in Charge of the Police Department from November 1975 to January 1976, he demonstrated exceptional leadership and dedication to his role. His capabilities and commitment were further recognized when he was appointed Acting Police Chief, a position he held with unwavering integrity from November 1976 to March 1977.

In March of 1977, Frank was recognized by the Oxford Jaycees as Outstanding Public Servant of the Year, citing his role as Juvenile Officer of the Police Department. He was later appointed Police Chief and served from March of 1977 to June of 1987. During his tenure, he oversaw the expansion of the Police Department from a Village agency of 5 patrol officers to 12 and began providing policing services to the Township of Oxford. He also reorganized a Reserve Police Officers program to help provide additional personnel as needed, supported implementation of a Canine Program, and recommended implementation of a Citizens Advisory Board to hear complaints against the Police Department. In June 1987, Frank retired from the department.

As a lifetime member of Masonic Lodge #0084 in Oxford, Michigan, Frank dedicated a significant part of his life to the principles of Masonry. Through his involvement, he embodied the values of charity, integrity, and fellowship, and he played an essential role in supporting various charitable initiatives within the community.

In 1988, he made a significant decision to move to Humphreys County, a place that would become his home, to care for his elderly parents. This act of love exemplified Frank’s profound sense of duty and commitment to his family. 

Frank's career as a bus driver for the Humphreys County Board of Education spanned over 13 years, during which he became a familiar and beloved figure in the community. He took pride in ensuring the safety and well-being of countless children as they traveled to and from school. In addition to his role with the Board of Education, Frank also contributed to the local economy by working at Hunt's Outdoors. It was during these years on the bus that Frank met Bonnie Nick in 1989. Their meeting ignited a beautiful romance that culminated in marriage on February 19, 2000. Together, they shared a life filled with laughter, support, and mutual respect—a testament to their unwavering partnership.

Frank later served the citizens of Humphreys County as a Judicial Commissioner for several years brining honor and integrity to the position. He was well respected and loved by all law enforcement in Humphreys County. Frank worked diligently to keep our community safe and deeply loved the people of Humphreys County. 

Frank's passion for fishing was well-known among friends and family. He relished the tranquility of the water and the thrill of the catch, often sharing stories of his fishing adventures with infectious enthusiasm. His love for country western music complemented his laid-back spirit; he delighted in strumming his guitar and sharing tunes that resonated with his heart and soul. An avid chess player, Frank possessed a strategic mind that was matched only by his kindness. He enjoyed the intellectual challenge of the game.

Frank's passing leaves a profound void in the hearts of those who knew him, yet his spirit will live on in the memories shared by family, friends, and colleagues. He is remembered not only for his contributions to the community but also for the love and warmth he radiated throughout his life. Frank will be deeply missed but fondly remembered by all who had the privilege of knowing him.
